Concern about children at risks under DV house

Hi Ive known this family for about 3 years now, and friend split up and claimed she was needing DV protection. So she was helped get a DV HOUSE for herself and two children plus one almost due, first placed into hotel accommadation Called us after she moved into a house through DV, had us convinced that she was being abused badly. Naturaly I was gulerable in beleiving her. 

So myself and few other people I contacted collected a lot for her and the kids aged 10 year old boy autisim and toddler 14mths old  girl. And month later had the second girl now about 9 weeks old. 

We also found a cheap reliable car suited for her needs which she bought we mad agreement if she decided she didnt want the car we would have first option in buying it  back. 

Over time she lent it to a friend, which annoyed us as was agreeded on car would come back to us. Tried for 2 weeks to recieve this car back to us as per aggreement verbly with wittness by another oerson. She ended up telling us lies after lies saying excuses, then said going to sell car to friend she lent it too. 

Oh after all our help for her, she has dropped me has a friend, step mum and nanny to kids 

original owner say its still in her name she had not tranfers ownership yet after now 6 weeks approx. Can the owner claim car back legally? 

But also my main concern as stated in begining was that her children are being abused and neglected. She not feeding and changing baby and toddler enough. Hygenie in house is not good, the two young ones are always sivk with colds and conjunkivitis in eyes. Bum rashes, not changing enough.  Not bathed enough, Food when meals are due not given at times. We told her feed them even I feed them. Her 10 year old boy always hungry at times Cupboards completely. Empty, she still ignors the help we give her. Since she decided we not to be in her life I feel for those children Safety as we, she admitted to me she even hit her son on face because she cracked it.  But being in a DV house she having lots of people their, even males for sex from previouse  

Ex- partners in her life. Reason why she had tubes tied. So who do I contact as I lost my voice past week due to health reasons. So have to do by email at Moment.

What can be done about the car not changed into her name yet etc. Owner wants it back if she can and give to us as should have been done. Its parked on road unregistered as well.

As you can see I have moved your post here so you can get more responses on this subject. 

Welcome to the forums. It seems like you are having quite a tough time with your friend and it sounds like it is really impacting you. Do you have many supports outside of this friendship? 

It is always very concerning when children are involved - has your friend got family that the children can maybe go to for a bit? Our members are great at giving support and input around these issues. You may also find it helpful to use the search bar at the top of the forum where you can find other conversations about possibly similar problems.

The welfare of children cannot be traded away for friendship.  Consider that the friendship might be seen as a threat to the other person, fearing that you might dob her in to the authorities.  Exactly the reason to make the report.

The social services dept in your State jurisdiction have the responsibility for the family, mother and child.

The local police have family specialists who need to be involved if offences against the children are suspected.

The owner of the vehicle may choose to make a police complaint if the vehicle is no longer in possession of the person it was loaned to.

Contact the local council for unregistered and uninsured vehicle on the roadway.   The vehicle can be impounded.

The 3 levels of government have "contact us" points at their websites to make the relevant reports.
